吕江，西北政法大学“长安学者”特聘教授，法学博士，博士生导师。国家涉外法治研究基地西北政法大学涉外法治研究中心常务副主任，兼任西北政法大学国际法学院副院长，丝绸之路区域合作与发展法律研究院副院长，陕西省法学会首席法律咨询专家，陕西涉外领域省级人才库入库专家，第六届陕西省优秀中青年法学家、陕西省法学会能源法学研究会副会长。上海国际经济贸易仲裁委员会等仲裁机构仲裁员。

【研究领域】

主要从事国际能源法、气候变化法、“一带一路”法治保障和涉外法治等法学研究。

Jiang Lyu is Professor of Law, School of International Law, Northwest University of Political Science and Law. He is also vice dean of School of International Law, vice president of Silk Road Law Academy of Regional Cooperation and Development, and director of Silkroad Institute for Energy and Climate Change Law.

Prof. Lyu’s teaching and research interests are in the areas of public international law, climate change law and international energy law. He has published extensively in each of these areas. He received his PhD degree of international law from law school of Wuhan University. Prof. Lyu had gone to Law College of Iowa University in 2007 and to Centre for Energy, Petroleum and Mineral Law & Policy (CEPMLP), Dundee University during 2009-2010 to do research of climate change and international energy law. Since 2000, he has been involved in the practice of international law, especially in areas of climate change law and international energy law. His current research agenda explores compliance in climate change Paris Agreement and international energy governance.

Prof. Lyu is author of Energy Revolution and Institution: Perspective of Euro-US Renewable Energy Law and Policy (Intellectual Property Publishing, 2017), which awarded a Third Prize from Project of Ministry of Education of PRC, and of Energy Cooperation in the Belt and Road Initiative: Institutional Building and Approach’s Choices(Intellectual Property Publishing, 2024), Compliance Mechanism of the Paris Agreement on Climate Change: A Commentary (Intellectual Property Publishing, 2023), British New Energy Law and Policy (Wuhan University Press, 2012), and Climate Change and Energy Transformation (Law Press, 2013). He also is co-author of Expert Proposals and Explanation for Statute of Addressing Climate Change of Hubei Province (Wuhan University Press, 2017), and of Climate Change Paris Agreement and China’s Approaches (Intellectual Property Publishing, 2019).

Prof. Lyu currently is Chang’an Distinguished Professor, NWUPL, Vice President of the Shaanxi Energy Law Society, Chief legal consultant of Shaanxi Law Society, Outstanding Middle-aged and Young Legal Scholars of Shaanxi Province, member of China’s International Law Society, and Expert of Xi’an Environmental Protection Bureau’s Advisory Board. Also, arbitrator of the Shanghai International Economic and Trade Arbitration Commission and Xi'an Arbitration Commission.
